District Mineral Foundation Trust (DMFT) – Krishna District

The Union Government created a new provision under Sec 9(B) of MM(D&R) Amendment Act, 2015 to establish a Trust as a Non-Profit Body, namely District Mineral Foundation (DMF) with an objective to work for the interest and benefit of persons and areas affected by mining related operations. Union Government while enabling the State Governments to levy, collect and apportion prescribed amount towards DMF Fund from mining leaseholders, directed the State Governments to notify the State DMF Rules to constitute a Trust in each district under Chairmanship of the District Collector and District Magistrate concerned. The rules for composition, functions and provisions for transparency and accountability of DMFs are within the purview of the State Governments.

Subsequently, Andhra Pradesh State Government vide G.O.Ms.No.42, I&C (M-II) Dept.; dt: 27.06.2015 notified to establish District Mineral Foundations in each of 13 Districts of Andhra Pradesh State, being mineral bearing Districts.

As per G.O.Ms.No.36, Inds.& Com. (M.II) Department, dated: 14.03.2016 District Mineral Foundation Trust, Krishna District was registered on 31.03.2016 vide Regd.No.15/2016 of Joint Sub-Registrar, Gunadala. Governing Council for DMFT, Krishna District was notified and has been functioning under the chairmanship of Collector & District Magistrate, Krishna District.

In the wake of the formation of 13 new districts in the State of Andhra Pradesh, the State Government vide G.O.Ms.No.40 Ind&Comm (M.III) Department Dt:14.07.2022 issued orders to establish District Mineral Foundation Trusts in the newly formed 13 districts and issued orders to continue the functioning of DMFTS in the existing 13 districts in their administrative jurisdiction. The 13 districts where DMFTs to be formed are detailed below:

4. Kakinada,
5. Dr.B.R.AmbedkarKonaseema,
6. Eluru,
7. NTR,
8. Palnadu,
9. Baptia,
10.Tirupati,
11.Annamayya,
12.Sri SathyaSai,
13.Nandyal

Abating the orders issued, the State Government vide G.O.Ms.No:62 Ind&Comm (M.III) Department Dt: 06.09.2022 issued orders where it is stated that since the DMF funds up to 10.06.2022, have already been credited to the existing 13 DMFT PD accounts, the funds as on 10.06.2022 shall be distributed in proportion of pending liabilities of already sanctioned and ongoing DMF works among old and new districts. With effect from 10.06.2022, DMF funds collected shall be deposited in respective DMF Trust PD accounts of 26 Districts. Krishna District was formed with 25 Mandals from erstwhile Krishna District. Now the DMFT Krishna shall avail / retain of Rs. 31.15 Crores as on 10.06.2022. An amount of Rs.32,44,80,335/- is collected upto 10th November 2023 towards DMF contributions for Krishna District.
